Its very active during events, though ELF is still somewhat a new rpg, just went into open beta on Dec 21st.

during events how crowded?
like overly crowded with some lag?

it doesnt lag. well for me, sometimes cuz i use 2 chars

but is there so many people it COULD lag on a bad cpu?

The game is active.  Reason you don't see much people on normal day because of their level.  As you level up you will need to move from one area to another according to your character level to grind and do quests.  Only during event you will see more players gather around the cities/towns where the event is taking place.  I don't think you lag that bad in this game compare to other game unless you're running more than 1 character like Neji.  Only lag you would get is if your connection is bad and/or server full.
