Is it true we have to pay taxes if a guild wins a town or something!?

Imagine if we have to pay on Carefree!

Id like to know how thats gonna work myself, it isnt quite clear in the forum post. If u visit Siege general in DC, he says the guild that occupies that city gets 300000 gold every 24 hours. So maybe thats the taxation they speak of, not necessarily characters paying an individual tax.
