Wrath of Nature (Vitality Pet Skill) does not trigger in combat.

Pet is lvl 17 Peach, skill at lvl 3.

Wrath of Nature still does not trigger



Pet is now lvl 24 Peach, skill at 7.

This becomes a huge waste of skill points, but it is absolutely necessary in order to get Holy Shock (requires Wrath lvl 10). Very unfortunate.
