quests trouble

1 become dragon city citizen:
all i need is the recomendation from the master in sage valley and it keeps saying i need to complete the quests from maoshiqi from sage valley and when i did them alreaddy and he has no more quests...

2 where is :

aiyoyou lucifer (governor's mansion) in dc

3 entrance to scary prison in dc ? O_o must be really secret...

sigh i runned all places and checked every npc ...help here pls....
