Where do i get theses weapons lvl 25 and above???

Dragon city has no weapon seller at all.

If foraging weapons is the only way,

i think i look for some other mmorpgs to play.

Forging is the only way .. but it very easy to get ,Join 1 Guild they always havea Forger that will only charge u for craft mat .. and no extra or u can become a forger easy , simply delet the profetion u are in to  and learn forger it best goes with mining...

but how do i actually combine them

There are some quests, that you could get weapons in the game.
